series of chapters/short stories from a book I think called " Tales from the 21st century". Main character is a junior off world administrator who rises through the administrative ranks by different approach solutions to problems, and finishes as "Manager Larkin." I read the book in the late 60's early 70's and can find no trace of it, so probably wrong title.
